Dumouriez was a General in the French Revolutionary Wars. At the time of this letter he was in charge of the French Army just having taken Belgium from the Austrians (Nov. 1792) and was invading The Netherlands, where he suffered defeat in May 1793 at Neerwinden. He defected to Austria and eventually settled in England in 1800.

Charles Franc̦ois Du Périer Dumouriez was born on Janurary 25, 1739 in Cambrai, France. He was a French general during the French Revolutionary Wars, Minister of War, a politician, and a military writer. He was predominantly known as a historical figure, not as an author. He shared the victory at Valmy with General Francois Christopher Kellermann, but then deserted the Revolutionary Army to be a royalist intriguer during Napoleon Bonaparte's reign.
