Gallagher, a Democrat, represented New Jersey's Thirteenth District in the U.S. House of Representatives, 1959-1973. Gallagher was a member of the Foreign Affairs and Government and Operations committees and at times chaired the following subcommitees: Asian and Pacific Affairs, International Organizations and Movements, and Invasion of Privacy. In 1972 he was indicted on charges of perjury and conspiracy to hide kickbacks.
