A native of Ireland, Thomas Taggart emigrated to the U.S. as a child. In 1877 he moved to Indianapolis and became involved in Democratic politics, and worked his way to the national level. Taggart served as state Democratic chairman, three terms as mayor of Indianapolis, and on the Democratic National Committee. In 1904 he was the national party chairman during the presidential campaign between Roosevelt and Parker, and later was a U.S. senator.
