William Babcock Hazen was the commander of the United States Army's 15th Corps from Tennessee.

Hazen served as colonel in the regular army (41st Ohio Infantry) and major general of volunteers during the Civil War. In 1880 he was appointed brigadier general and chief signal officer in the War Department. In this capacity, he was very critical of the failure of Secretary of War Robert Lincoln to authorize relief for the Greely arctic expedtion of 1881.

Hazen was born in 1830. Graduated from West Point in 1855 as Second Lieutenant of infantry. During the Civil War he became Colonel of the 41st Ohio Infantry Regiment. He was promoted to Brigadier General in April, 1863 and Major General in April 1865. He saw action in campaigns with the Dept. of the Tennessee, the Army of the Cumberland and the Army of the Ohio in Tennessee, Georgia and the Carolinas. After the war he was with the 38th and 6th Infantry Regiments and rose to the position of Chief Signal Officer of the Army. Died in 1887.

Hazen was assigned control of the Indians south of Kansas and east of New Mexio who were peaceful in their intentions and not really under the authority of the Interior Dept. He was assisted in his responsibilities by the 10th Cavalry and was provided a $50,000 allocation to settle the tribes on reservations. These funds were immediately applied to subsistence and were quickly exhausted.
