Major general of Royal Artillery. Phillips was second in command under Burgoyne when he was captured at Saratoga. He was exchanged in 1781 and died on campaign in Virginia later that year.

British general in Burgoyne's army, captured at the surrender of Saratoga in October, 1777. Paroled in 1779 and sent to New York. In October, 1780, was exchanged. Died, 1781, while in command of Virginia forces. Buried at Petersburg.
