Dern was born in Nebraska but moved to Utah to be bookkeeper for his father's Mercur Gold Mining and Milling Co. He was involved in ranching, dairying, public utilities, and banking, and served in Utah's state senate (1915-1923) and as governor (1925-1933). At the time of the letter, he was Secretary of War under President Franklin D. Roosevelt.
