Homer Angell (1875-1968) was born on a farm near The Dalles, Wasco County, Oregon on January 12, 1875. He attended public schools, graduated from the University of Oregon in 1900 and from the Law School of Columbia University in 1903. He was admitted to the New York and Oregon bars the same year and commenced practice in Portland, Oregon.

He served in the Oregon House of Representatives in 1929, 1931, and 1935, and served in the State senate in 1937 and 1938, resigning to become a candidate for Congress. Angell was elected as a Republican to the US Congress (January 3, 1939 - January 3, 1955). He ran unsuccessfully for re-nomination in 1954 against future Oregon governor Tom McCall. Angell then retired but remained active in community activities for over a decade. Congressman Angell died in Portland, Oregon on March 31, 1968.
