Frank G. Zarb was born in 1935 in Brooklyn, New York. He received a B.B.A. from Hofstra University in 1957, served in the U.S. Army from 1957 to 1958, was a management trainee for Cities Service Oil Company from 1958 to 1962, and received an M.B.A. from Hofstra University in 1962. He was a general partner for Goodbody and Company from 1962 to 1969, and was Executive Vice President for Hayden Stone, Inc., 1969 to 1971. He briefly served as Assistant Secretary of Labor for Administration in 1972, then returned to Hayden Stone as Executive Vice President, 1972 to 1973. From 1973 to 1974 he was Associate Director of the Office of Management and Budget for Energy and Natural Resources. Zarb temporarily served as acting assistant administrator of the Federal Energy Office, from December 1973 to January 1974. In October 1974, he was appointed Executive Director of the newly created Energy Resources Council, and in December 1974 he was appointed Administrator of the Federal Energy Administration by President Ford. As Executive Director of the Energy Resources Council and Administrator of the Federal Energy Administration, Zarb wielded considerable power over the nation's energy policies. The Energy Resources Council was charged with formulating energy policy proposals for the President and the coordination of the activities of the various federal agencies involved in energy matters. As administrator of the Federal Energy Administration, Zarb advised the President on all aspects of domestic and foreign energy policies and oversaw the price and regulatory operations of the agency. He served in these two positions until the end of the Ford administration in January 1977. From 1977 to 1978, Zarb was Executive Vice President for Shearson, Hayden, Stone, and after 1978 he was a general partner of Lazard Freres & Co.
