Peter Geoffrey Bourne was born on August 6, 1939 in Oxford, England. He received an M.D. from Emory University in 1962 and an M.A. from Stanford University in 1969. He was a practicing physician and psychiatrist, as well as a professor of psychiatry at Emory University. From 1971 to 1972 he was vice president of the National Coordinating Council on Drug Abuse Education; he served as special adviser for health affairs to Georgia Governor Jimmy Carter, 1971 to 1973; and he was assistant director of the White House Special Action Office for Drug Abuse Prevention, 1972 to 1974. He was a consultant to the Drug Abuse Council in Washington, 1974 to 1976; president of the Foundation for International Resources, 1975 to 1976; and Mid-Altantic coordinator and deputy campaign director for the Jimmy Carter Presidential Campaign, 1975 to 1976. In 1976 he was appointed by President Carter as Special Assistant to the President for Health Issues, serving as President Carter's chief advisor on mental health and narcotics policies. He served in this capacity until his resignation in July 1978.
