Boren was a school teacher in Wolf, Oklahoma, when he was elected to the U.S. House of Representatives. He represented Oklahoma's Fourth District from 1937 to 1946 and served on the Interstate and Foreign Commerce Committee. He chaired the Subcommittee on Newsprint and Brand Names. He advocated labeling of consumer products in his book "Fables in Labels." After his congressional career, he returned to Oklahoma and became a rancher.
