William Douglas Houser (b. 1921) was born in Atlanta, Georgia. He received his commission as Ensign in the U.S. Navy in 1941, and advanced to the rank of vice admiral in 1972. He was director of aviation plans and requirements at the Navy Department from 1968 to 1970, then task force commander of the Sixth Fleet, Mediterranean, from 1970 to 1972.
