The National Committee sought to rally support for the "Ludlow War Referendum" during the 1937-1938 Congressional session. Though unsuccessful, the Committee brought to national attention the failure of the representative form of democracy to reflect the peoples' stand on the decision to declare war. The Ludlow resolution to amend the United States Constitution was defeated by a vote of 209 to 188 in the United States House of Representatives.
