First elected to the House of Representatives in 1935, Arends held the office of Republican assistant floor leader for thirty-one years of his career, from 1943 until 1975. Upon retirement, Arends donated his papers to Illinois Wesleyan University, in Bloomington, Illinois. The university made arrangements with The Everett McKinley Dirksen Congressional Leadership Research Center to arrange, process, and describe the collection. The papers and finding aids were then returned to Illinois Wesleyan, but a duplicate finding aid remains at The Dirksen Center, Pekin, Illinois.
