David Robert Macdonald was born on November 1, 1930 in Chicago, Illinois. He received a B.S. from Cornell University in 1952, and a J.D. from the University of Michigan in 1955. He served in the U.S. Army from 1955 to 1957. From 1957 to 1962, Macdonald was an attorney with the Chicago firm of Kirkland, Ellis, Hodson, Chaffetz & Masters, and from 1962 to 1972 he was a partner with the Chicago firm of Baker & McKenzie. He served as Assistant Secretary of the Treasury for Enforcement, Operations and Tariff Affairs, from 1974 to 1976, and from 1976 to 1977 he served as Under Secretary of the Navy. He returned to the Chicago law firm of Baker & McKenzie from 1977 to 1981, was on the board of directors of the Chicago Crime Commission, and served as National Chairman of the University of Michigan Law School Fund from 1977 to 1979. Macdonald returned to the Federal government and served as Deputy U.S. Trade Representative from 1981 to 1983. After 1983 he returned as a partner in the law firm of Baker & McKenzie, working in their Washington office.
