Joseph Walker Barr, 1918-, a native of Vincennes, Indiana, and an alumnus of DePauw University and Harvard University, served as a member of the 86th Congress from Indiana, 1959-1960, as assistant to the Secretary of the Treasury, 1961-1964, as chairman of the FDIC, 1964-1965, as Under Secretary of the Treasury from April 29, 1965 to December 20, 1968, and as 79th Secretary of the Treasury until January 20, 1969.
