James Harlan was born in Illinois. From 1853 to 1855 he was president of Iowa Wesleyan University in Mount Pleasant, Iowa. He represented Iowa in the U.S. Senate between 1855 and 1865 and again from 1867 until 1873, spending the intervening years as Secretary of the Interior under Andrew Jackson.
