Moore was born in Bloomington, Ind. He attended Indiana State University and then New York University's Medical Department, graduating in 1850. He joined the Army as an assistant surgeon in 1853. He served with the Utah Expedition of 1857, in the Civil War as medical director of the Department of the Mississippi, and on the Pacific coast. He returned east in 1870. He was appointed to numerous offices, including Surgeon General of the U.S. Army, 1886-1890. He retired in 1890 and died in Washington, D.C.
