Holtzoff was a special assistant to the U.S. Attorney General from 1924-1945. He was appointed U.S. district judge for the District of Columbia in 1945. Holtzoff served as secretary of the Advisory Committee on Rules of Criminal Procedure of the U.S. Supreme Court in the mid-1940s.
