William Bross Lloyd, Jr. was born in Winnetka, Illinois in 1908. He is a descendant of a prominent family. His greatgrandfather, William Bross, served as Lieutenant Governor of Illinois and was one of the founders of the Chicago Tribune. Lloyd's grandfather, Henry D. Lloyd, worked in the late 19th century as a journalist and “muckraker”. Lloyd's father, William B. Lloyd, Sr., was known during World War I as “Chicago's millionaire Communist” because of his liberal and pro-pacifist views.

He is the founder and editor of Toward Freedom, a monthly newsletter which has been published under his guidance since 1953. Initially, Toward Freedom focused on the decolonization movement, especially in Africa. In recent years Lloyd has widened the scope of this publication to include other national movements which aim to expand freedom for people throughout the world.
