Missouri governor.

Frederick Bates was a resident of Detroit from 1797 to 1807, as merchant and holder of various governmental offices. After moving to St. Louis, he served as secretary of Louisiana and (subsequently) Missouri Territory, and from 1824 until his death in 1825 as governor of Missouri. (from Sprenger guide)
