Lyon (1800-1851) came to Detroit from Vt. in 1822 and was appointed Surveyor General Deputy in the territory northwest of the Ohio. He served in that position until elected to Congress in 1832. Lyon served as Territorial Delegate in Congress, 1833-1835; U.S. Senator, 1836-1840; member of the Board of Regents of the University of Michigan, 1837-1839; and member of Congress, 1843-1845. In 1845 he was appointed Surveyor General of Ohio, Mich. and Ind. (For further information see Michigan Biographies, v. 2., p. 43.).

Located at the north end of Fourth Lake (Lake Mendota) in Dane County near Madison, Wis., the envisioned city of Four Lakes was planned in the mid-1830's in anticipation of being designated the capitol of Wisconsin Territory.

The site was surveyed in 1834 by Orson Lyon and probably purchased at public land sales in August, 1835, by Lucius Lyon (U.S. senator from Michigan) on behalf of himself and other real estate speculators. A post office was located in the town and 3,024 lots were planned. With the selection of Madison as the capitol in late 1836, the city of Four Lakes never materialized. In 1843, the legislature voted to tax the town plat as farmland.
