Bernard Bernstein was born November 30, 1908, in New York City. He married Bernice Lotwin on August 4, 1938. In 1928 he received his Bachelor of Arts degree from Columbia University, and in 1930 earned his Juris Doctor from the Columbia Law School. From 1930 to 1933 he was an associate at the Mitchell, Taylor, Capron & Marsh law firm in New York City. From 1933 to 1942 he served as an attorney at the U.S. Department of the Treasury. From 1938 to 1942 he served as the Assistant General Counsel of the U.S. Department of the Treasury, and in 1942 he joined the U.S. Army at the rank of Lt. Colonel. From 1942 to 1945 he served as the Financial Adviser to General Dwight D. Eisenhower for Civil Affairs and Military Government, and was promoted to Colonel in 1944. From 1944 to 1945 he was the Director of the Finance Division and Division of Investigation of Cartels and External Assets, U.S. Group Control Commission for Germany. From 1946 to 1948 Bernstein served as the Legal Adviser to the American Jewish Conference. He practiced law in New York City from 1946 to 1990. He died in New York on February 6, 1990.
