Admiral James Sargent Russell was born March 22, 1903, in Tacoma, Washington. He serves as Vice Chief of Naval Ops from 1958 to 1961, and then commanded NATO forces in Southern Europe from 1962 to 1965. Sargent died on April 14, 1996.
