Born 1918 in Brooklyn, N.Y. Graduated from the United States Military Academy, 1941. Commissioned a 2nd Lieutenant in the United States Army Signal Corps in 1941 and assigned to the 4th Signal Company stationed at Fort Benning. During World War II Foster served in North Africa and Algiers with the 560th Signal Aircraft Warning Battalion and commanded a company of the 530th Signal Battalion. Graduated from the Command and General Staff College, 1945. Served as an instructor in the Department of Electricity at the United States Military Academy, 1946-1949, while he pursued a Master of Science degree in Engineering from Purdue University. Served as an instructor of Electrical Engineering at the U.S. Naval Academy, 1949-1951. Commanded the 63rd Signal Battalion in Salzburg, Austria, 1951-1954. Assigned to the United States Army Electronics Proving Ground at Fort Huachucha, Arizona, 1954-1958.

After graduating from the Army War College in 1962, Foster was assigned to the U.S. Army Materiel Command as Project Manager of the UNICOM/STARCOM Project, 1962-1965. From 1965 to 1967 he was stationed in Korea, serving concurrently as Signal Officer of the United Nations Command, Signal Officer of the U.S. Forces, Korea; Assistant Chief of Staff, Communications-Electronics for 8th U.S. Army, and Commander of the U.S. Army Strategic Communications Command Signal Group-Korea. Assigned Commanding General of the newly created U.S. Army Communications Systems Agency at Fort Monmouth, N.J. In August 1969, he became the Commanding General of the United States Army Strategic Communications Command-Pacific until taking command of the 1st Signal Brigade. Retired with the rank of Major General.
