Thomas M. Foglietta, a descendent of Italian immigrants, was born in South Philadelphia in 1928. After serving on Philadelphia City Council for 20 years, he represented Pennsylvania's First District in the U.S. House of Representatives from 1980-1997. From 1997-2001, he served as U.S. Ambassador to Italy.
