Founded in 1936 by Alida Milliken of New York City, the Public Action Committee sought to connect a broad spectrum of people (especially those not affiliated with traditional peace societies) in order to convey their pro-peace sentiments to Congress. At its peak, the Committee had 63,000 names on its free mailing list. Due to postage costs, the Committee ran out of funds in 1939. Mrs. Milliken wrote to the National Peace Conference, the American Friends Service Committee, the Women's International League for Peace and Freedom and the National Council for Prevention of War, offering those organizations the Committee's mailing list.
