Tennessee lawyer who served in the U.S. House of Representatives, 1857-1863 and 1866-1875. Served as the Tennessee attorney general, 1863-1865, minister to Turkey, 1875-1880, and appointed Postmaster General by President Rutherford B. Hayes in 1880 and served through 1881.
