Maryland merchant, soldier, and politician. Served in the Revolution and during the War of 1812 commanded the defense of Baltimore. A Jeffersonian Republican, he represented Maryland in the U.S. House and Senate for 40 years, chairing the finance committees of both houses. Brother of Robert Smith (1757-1842), secretary of state and the navy.
