Max Franklin Millikan (1913-1969) educator, economist, and intelligence officer, was Assistant Director of the Office of Research and Reports at the CIA (Central Intelligence Agency) from 1951 to 1953. Before and after his time at the CIA, Millikan served as director of the Center for International Studies at the Massachusetts Institute of Technology.
