• 1918: Appointed assistant solicitor, Department of State
• 1922 - 1946 : Counsel for the United States before the International Joint Commission under the terms of the Boundary Water Treaty of 1909 between the United States and Great Britain
• 1923: Went to Lausanne, Switzerland, to assist the United States delegation in drafting treaties of extradition and of friendship and commercial intercourse with Turkey
• 1925: Became solicitor, Department of State
• 1930: United States delegate to the Conference for the Codification of International Law, held at the Hague, the Netherlands
• 1931 - 1946 : Legal adviser, Department of State
