Florence Jaffray Hurst was born in New York City; in 1889 she married J. Borden Harriman. She managed the New York State Reformatory for Women (1906-1918), was the only woman member of the Federal Industrial Relations Commission (1913-1916), organized a Red Cross motor corps in France and chaired the Committee on Women in Industry for the Council on National Defense during World War I, cofounded the Women's National Democratic Club (1922), and served as United States Minister to Norway (1934-1941).
